just today i got my utube account suspended because i uploaded 3 tracks from backspacer..
i have a feeling that this wouldn't happen 3 or 7 years ago..is it 10c that reports such uploads?

The 10 Club pulled a bunch of shit from Demonoid too, including a transfer of the Fixer seven-inch. However, there is still a very active "Backspacer" torrent there. Maybe there are too many seeders/downloaders to delete? Why delete the Fixer single and not the album?

I doubt 10C is savvy enough to keep track of all the youtube uploads. YouTube manages to kibosh that stuff on their own.

10C was engagaing in this type of stuff back in Riot Act era, at least, yes. there was some PJ web site that I think shut down because of it, either directly or indirectly. said they got a cease and desist for something. i can't remember the full story, but the website might still be up (or be on archive.org).
