friend of mine with a number in that range got front row centre at Philly 3.. I was supposed to seat with her that show but she took another friend instead (the other friend has never been front row in the US, I have).. and bumped me with that other friend ticket-buddy.. 3rd row centre .. I didn't mind

I thought they distribute by row; meaning, they do lottery for rows 1-2, then distribute rows 3-8 by seniority, then move to 9-10 by lottery, and then the rest by seniority (meaning, you won't get row 10 by lottery if your 10C would have otherwise given you row 4). At least this is what the 10C ticket chick told me a couple of years ago.

Really? I assumed they drew names for rows 1,2,9,&10, and then assigned all the other seats by seniority.

This is what the rules say.

Rules, schmules. The 10 Club also said that all seats were seniority last year in Chicago before tix went on sale, and then changed it after people bought them.
