Funny thing is, they could do this 24/7 on any cable network if they wanted. FCC only covers public airwaves. With cable, it's all up to the idividual S&P departments.

Technically anything goes as far as swearing on cable. I believe the FCC can not regulate the content of cable television. And the cable networks only remain "decent" to appease advertisers, and I guess the general viewing community.
I saw titties on Bravo a few months ago. It a movie about strippers in the 70's or 80's or something. I didnt watch all of it, but it seems like evert time I'd flip by it I'd see titties.

Yeah, it's basically whatever you can get advertisers to back. I read an interview with the South Park guys about how they got away with some of the stuff they normally do on the show, like the episode where they said "shit" 300 times or whatever. They basically said you could do whatever you want as long as the network can sell the ad time and get them to agree to it.

I saw that movie too and the F word was used quite frequently.
I was flipping through the channels a few minutes ago and someone on HBO (?) said the F word. I was like, "what did he just say?"

Someone told me once that swearing on basic cable isn't forbidden, but that channels put rules on themselves as a courtesy to their viewers. Apparently, Comedy Central has figured out that they can air whatever they want in the wee hours of Sunday morning w/o damage to their ratings.
