It just depends on what the studio/distributor thinks will make money. How long was Blair Witch? I'd be surprised it if cracked 80 minutes.
But don't you think there has to be some kind of rule (written or not) that the movie has to be at least a certain length? I would think there is no way in hell that anything under an hour would be commercially available nationwide, regardless of how remarkable it may be.

I would agree with that. I don't think the average person wants to shell out 10 bucks a ticket and have a movie run for 62 min. no matter how good it is.

I'm not sure there's a length requirement for release, but a film must be 70 minutes or more to be considered for an Academy Award (other than the short film/doco/etc. categories).
