I can only narrow it down to two for each decade.
30's: The Wizard of Oz/Lost Horizon 40's: Citizen Kane/Rope 50's: Seven Samurai/The Searchers 60's: 2001: A Space Odyssey/I Am Cuba 70's: Nashville/Stalker 80's: Akira/Do The Right Thing 90's: Hoop Dreams/The Thin Red Line 00's: 25th Hour/The Diving Bell and the Butterfly
Even that was really hard.

1920s- Battleship Potemkin or The Cabinet of Dr. Caligari. The Man With a Movie Camera would come in a close third. 1930s- M, or All Quiet on the Western Front. 1940s- Citizen Kane and Rope, echoing Orpheus' picks. 1950s- Les quatre cents coups and Los Olvidados (Buñuel). The Seventh Seal would be a close third. 1960s- A bout de souffle and 8 1/2. Can't choose one over the other. 1970s- Zerkalo and Le charme discret de la bourgeoisie 1980s- Blue Velvet and Fanny and Alexander. 1990s- Silence of the Lambs and The Big Lebowski, with Gatica a close third. 2000s- Oldboy and Eternal Sunshine of the Spotless Mind
