I always thought the three main villains were The Joker, The Riddler, & Two Face. Catwoman, The Penguin, Poison Ivy and everyone else were on a level below those three in my opinion.
I really think they could knock a third film out of the park with the Riddler using a great actor and a script that focuses more on detective work and clues than anarchy. It'd be a decent way to follow TDK.

they probably wouldn't go this route because he was in Spiderman 3, but I think Topher Grace would be a decent Riddler.

Really? It's been a while since I read any comics, but i recall Penguin being at least on par with Riddler and Two Face, if not Joker. I mainly read the older stuff, though.

Believe me, he was one of the very first people I thought of for The Riddler. Ed Norton's in the category of guys I'd pay to read the phone book, like Gary Oldman. But I didn't even bring him up because, I don't know.. maybe because of (or in spite of?) his inclusion in The Hulk (which I was very surprised he did) I just didn't see him as even close to a realistic choice, wouldn't think he'd go down that road again. Not to puff myself up, but I'm still high on my way out there choice of John Cusack.

And when it comes to any actor being a possible ludicrous choice, might I remind you of how Michael Keaton was perceived originally as the choice of Batman, most people thought Burton and WB was insane (& still maintain my prior declaration that strictly on Batman performance, especially the voice, Keaton's still my favorite)
Of course if Cusack was the Riddler, to make it flow with the rest of his resume, they'd have to include a scene where he's standing outside, crying in the rain
my main beef with cusack would be that he's the good/nice guy in every movie he makes. it's a stretch to see him turn into a convincing villain
i guess norton is not such a stretch for me because he's shown more range: american history x, primal fear, fight club, that movie were he's a priest, ...
