i know someone who does this for a little extra income on the side. nights and weekends. its a tips only job and they are not allowed to ask/request money. you simply pay them what you feel is just. he just has a sign that says "i work for tips only" or something. he told me the other day, there are actually undercover cops who take pedi cab rides from time to time, and they will fine the pedi cab driver if he is requesting money.
