jammer, when i was at YSU, they told us that we were not to download from P2P/Bittorrent clients. they even went so far as to block programs such as Limewire. now, in theory, they could set up a proxy to keep you from using rapidshare, but chances are they are not going to do this as it would be very tedious to try to block all filehosting sites. where i work they block facebook and youtube because it is counter productive to work, but i dont see why your school would try to block all filehosting sites just for the sake of doing so. i'd say you're in the clear
however, if you are constantly downloading large amounts of data from them, they MAY get suspicious if someone notices and they may issue you a warning.
i doubt you have much to worry about though

well it may be monitored, but depending on the number of students on campus i would think you would be safe as long as it's not something you are always doing or doing with a lot of large file sizes. they also told us at YSU NOT to go to porn sites, but i had actually subscribed to a few and downloaded probably 60 or so 100+ MB movies over the course of a semester and never had any problems. they might view music differently though, it all depends

You can't download torrents in the dorms here so I just downloaded .rar files from yousendit and megaupload for years. No penalty and never got caught.

Yeah, basically if you download from rapidshare, it doesn't take that much bandwidth and it doesn't show up as anything more than a site to computer download. Since many professors make you download their syllabi from their websites, the university can't really tell if you're doing something illegal or not. Granted, they could look at your IP address and look at the sites your visiting, but as long as you're not constantly rapidsharing things, it's very unlikely you'll be caught.
