Maybe, but some people are adament enough about them to call them "rules". I'd call them "comfort preferences".

Sometimes, I'll walk into a bathroom like that and one of my buddies (preferably one of my awkward, self conscious buddies) will be the only one taking a leak. And say he is in the last urinal in the far end of the room, I'll walk up and use the one right next to him just to make him uncomfortable.
