I don't think it was used ironically in Satan's Bed. But I don't think it was used as a generalization about women, either. It's about a type of woman, produced by a type of cultural values, that he's critiquing.
I don't know what to make of the Jay-Z song. Very catchy, intelligent about race and racial profiling, but it still seems misogyny is the most compelling reading of the use of "bitch" there.
