grated unless you buy the hard cheese and shave it yourself, not the packaged stuff.
also, it's better as a parmesan and romano blend, but that's just me.

Shaved if pasta is already on the plate. Grated if you're adding it to sauce then serving. That's the way my mom taught me and she's never wrong.
