The cool pictures are called Avatars. They can't be any larger (as in how big the picture looks) than 60 pixels x 60 pixels and they can't be any bigger (in file size) than 10Kb.
Here are a few good sites (for starters) to find ones:
When you find one, right-click it and go to Properties. Copy the web address that appears beside the word Location.
Come back here and go to your profile page. At the bottom, where it asks you about the avatar, follow the instructions and it should work.
Or, if you have a picture that has something on it that would be a cool avatar, send me a private message with a link to the picture and I'll cut out what you want and send it back to you.
I hope I helped and didn't confuse

The requirements must be different from RMOZ1, because I had no problems there. Even at the lowest quality setting, I cannot make a 60 x 60 pixel photo shrink down to below 10KB. Would it be possible to increase this to 20KB?

That's strange, because of all the avatars I ever used when I downsized them to 60x60 pixels not only where they smaller than 10kB, but smaller than 5 kB. Maybe it's the software you are using?

that's odd! if you have adobe photoshop, try the "save for web"-feature (shift+alt+ctrl+s), you may adjust format and settings, have a nice preview plus the estimated size of the file. if it doesnt work out feel free to give me the url of your desired pic, so i can try, too. still the flying cat, eh?

Also, try saving them in a different format. If you are working with a .jpg try saving it as a .gif. I've had pictures before (sometimes full-sized pics, not always avatars) who's size has been cut in half by saving them as a different format. Animated avatars can only be in the .gif format, so if they're over 60x60 and/or 10k then you'll have to find something else.
