dbPowerAmp can. also etree.org has some linux scripts to do it.
or you could paste this into a new text document, and save it as makemp3.cmd

you'd need to adjust those folders to point to where flac and lame are, and i haven't tested that one (i had a script for shns and just changed it to say flac for you), but it's pretty simple.
then you just open a command prompt, find the directory with flacs, and type makemp3. or you could set it up for drag-n-drop, but you'll probably go with dbpoweramp anyways
