You're assuming that anyone would actually WANT to use IE for anything. Aside from it's general suckness, it's also one of the most unstable applications I've ever used as an FTP client. It also can be confusing switching from PORT or PASV mosed unless you know what you're doing (which I do, but many dont). I can rip it apart further but I just woke up and I dont want to waste my mental capacity on IE. lol.
And as for using the command prompt, that's all fine and good. But most people want some kind of GUI instead of leaning how to type new commands and entering them in every time they just want to move a file to the net.
