what if you have a reguler free account and now you're getting a payment from a credit card.
the paypal asks you to upgrade to some 'better' account (premium or something?) and then it takes a 3 something % fee from the transfer you got.
till now they never asked me for anything, probably because no one has paid me with a credit card yet, but streight from their bank account or their paypal balance.
my question is, now that i've upgraded my account, will they charge this fee even if i get a transfer from a bank account or the person's paypal balance? or just if someone pays me with a credit card?

I'm not totally sure I understood your exact situation. But you might want to look at this PayPal page about the account types:

Yep - once you upgrade, they'll take fees from anything you receive, regardless of whether it is credit card funded or not.

I upgraded w/o realizing this too. You're allowed to downgrade your acct. back to a Personal Account just once. There's info on the site on how to do it.
