Is this all I need to use the speakers for my TV and to play my records, or is something else necessary?

I don't think anything else is necessary. There should be a Phono or Aux setting/hook up for the turntable. If not, i'm sure the instructions will tell you how to do it. Same with the TV.

Yeah, it a already has a phono pre-amp built in. So just plug into the tape/ aux input or the md/ tape input or any analog input on your receiver and you should be good to go.
