when converting 24 bit flac to 16 bit flac, are the files supposed to be the same size? i'm using DBPowerAmp to convert them, and i just figured that the 16 bit would be smaller.

It depends on the compression level you've used. If you are using FLAC level 1, then it might end up being the same size as the 24-bit compressed with level 8.
Realistically though the 16-bit should be almost half the size of the 24. Check your math.
