Most TV software allows you to adjust the colors.

And did you mean watching TV on PC? ;)

I believe he has his computer hooked up to his television, actually.

Does adjusting your television's color enough solve the problem or is it off too much?

Yes. I want to watch some movies, shows and tv series on it.

No. It's totally blue-esque.

It sounds weird but ATI's cards do fucked up things with S-Video. Try plugging the cable in and reboot. If that doesn't work, try unplugging the cable, rebooting and plugging it in once your OS starts. My old ATI card wouldn't display the video on my tv if the S Vid was plugged in when the comp started.

Also, do a quick search. There is a menu item that must be disabled on the ATI menu in order for TV displays to work properly. It's been too long so I can't remember. I switched to NVidia.
