There is no reason to do this unless you are trying to archive multiple VCDs on one DVD. You will only lose quality because you are converting the video again (Mpeg>mpeg2). You are probably better off keeping your VCDs on VCD.
If you really want to, I suppose you have to rip the mpeg file to your HD and then use some DVD authoring program to convert/add menus/burn.
