What does this take? I have really limited funds, so the cheaper the better. But I'd like it to be attrative and easy to use as well. My friends and I are scattered across Texas now, and a board would be a lot easier than countless gmail threads that pop up between us every day.

My friends and I have had a board since August 2000. The expense is minimal. We used to all chip in about $50 a year to keep it up, but our traffic is so low and the internet so fast now that I haven't been asked to contribute for years. I bet it only costs about $100-$200 a year to serve it.
The key is to have someone who is pretty technical to admin the board.

All you have to do is ask around a local construction site.
