Help me! Oh the humanity! Woe is me!!!
So I rearranged my desk and moved my tower about 4 feet. I unplugged everything and powered off properly and did the reverse once the tower was moved.
Everything worked perfectly prior to moving the tower, nothing has changed at all but now my TV-out doesn't work.
I've been to the ATI properties and turned down Hardware Acceleration and switched the settings to Theatre mode. I've done everything I could possibly find while searching the net for answers. It still doesn't work and I don't get it.
Please help before I hurt myself or someone else....
Open up the case and make sure the card is seated properly. Fully remove the card and reconnect it. My guess is that the video card might have come a little loose when you uplugged and reconnected everything.

Never thought to open the case and check the card...I will certainly try that when I get home. Thanks, I'll let you know if that fixed the problem.
Card is intact. I just don't understand what is going on. I added a USB 2.0 PCI card but I'm sure that I used my TV out after the card was installed. Some days I hate these infernal machines...
Unless someone has any other advice, I guess I will have to reinstall windows and start over. This time I will make a backup disc so the process goes a little smoother.

If the only thing you did was physically move the tower, it's pretty obvious to me that you have a hardware problem (like was suggested) and not a software problem. Do what you want, but reinstalling your OS seems pretty damn extreme to me.
