The only way to really do this at an affordable price is probably to have them done locally and on a small scale.
For example, I buy t-shirts from Alpha Shirt Co. for $3. I pay a local lady $2 a shirt to screen print them (1color) and paid $30 to have the screen made.
My band sells them for $10.
We get drunk and give quite a few away, so we generally break even, which is fine since we just want the advertising.
You could do the same, charge $15, and turn a profit.

We made that gray shirt as a cheaper option. I could probably go cheaper with a shitty, white shirt, but we didn't want people getting a shitty product and then bitching about our shitty product on the board. We wanted a decently quality t-shirt.
