Operation FALCON nabs 10,000 fugitives

This is all well and good, but here's my problem. Doesn't this make law enforcement look incompetent for letting these criminals run free for so long? Shouldn't they be cooperating all the time, not just special occasions? I can't wait for the spin of how none of this could have been possible without the Patriot Act.

Also captured were 106 unregistered sex offenders and 154 gang members.

So that adds up to 1613 in those five categories (assuming none are overlaps), amounting to 15.6% of the arrests. What were the other 8700 people arrested for?
