This is reporting on piracy of CDs (including packaging, etc. for resale in mass), and not individuals downloading songs nor making a copy of something for their own personal use.

This is not unlike the software piracy that still exists - just go to Hong Kong and hit the back room at the bootleggers place,.... (you have to have a local connection to do this usually). They've got everything, all bootlegged.

When I worked at Novell they determined back in 1996 that they had paid X amount of money to translate Netware into Chinese Traditional, and sold 1 box into China, but Netware at the time was on 98% of the countries network servers......

....go figure
