the Bush administration invited (merely) 100 indepent officials from the OVSE (i think, i read it today, but cant find where now) to monitor the allections, so yes in a way..

in case u wanted to know Dutch press is amazed how the richest country in the world can organise such a messy allection.

No U.N., but Katherine as volunteered to oversee all States voting matters. What a nice woman...

My fav was way back in 2000 when all the shi'ite was goin' down in Florida, Castro offered to send cuban election monitors to help us wade through the un-democratic Bush election system and veer toward a democratic system. This was cuba mind you. Bush has made us such a laughing stock . I am glad we can kill everybody on earth if they don't stop laughing at us . But what scares me is that they are not stopping and maybe we will have to kill them because they won't stop laughing and making fun of us and we are america . It wasn't so long ago when our Great Leader, Bill Clinton, would cause crowds of admirerers throughout the world. In africa people were crushed trying just to get a glimpse of him.

Yes, there are international independent observers. Not from the UN, though. They're from the "Organization for Security and Cooperation in Europe" (OSCE), and they're facing problems even before the election proper.
