I'm not sure if I knew that -59 was even possible.
I think places like the polar ice caps go well below -100. In fact, it's gotten down to -32 in Arizona, so it seems a decent cold spell in Alaska should be able to reach -60 or so.

Evidently the record is -129.
I guess -59 is sweater weather in Anarctica.

How could they tell the difference?

Maybe with some sort of temperature metering device? I don't know.
On a side note, are your really in Phoenix? Did I miss something?

Why don't they burn ANWR for heat?

I am really in Phoenix. I just didn't start a "hey look at me, I'm moving to Phoenix" thread.

What part?
And what would compel you to move to Phoenix?

I've felt -60 in Northern Michigan before. You feel like your lungs are turning to ice. It's weird.
I've felt temperatures close to that before. Every inch of exposed skin HURTS. You really can't be outside for more than a few minutes at a time unless you are heavily clothed in proper outerwear.
