To summarize: The US has had troops doing recon in Iran for some time now. These are, for the most part, not CIA or intelligence gathering agencies, but US soldiers. By considering it an extension of the War in Iraq/On Terror, the administration has effectively sidestepped seeking Congressional approval.

“We’re not dealing with a set of National Security Council option papers here,” the former high-level intelligence official told me. “They’ve already passed that wicket. It’s not if we’re going to do anything against Iran. They’re doing it.”
How does Seymour Hersh manage to keep getting material like this? Other investigative journalists, if their lucky, manage one or two pieces like this in a whole career, but Hersh, this stuff is like chops and potatoes to him.
