Walmart wanted to build a store in Alabaster, Alabama, and the local citizens wouldn't sell so they went to the local politicans and got them to take the property under eminent domain (in the name of increasing the local tax base) (or at least that's how I understood what happened anyway)
Did they pay off the local politicians to get them to use eminent domain? That would be the key difference.

Promising politicians specious future increases in tax revenues seems to do the trick though. No need to hand them an envelope full of cash, just put down some overly optimistic sales forecasts and something about 'job creation'.
