Yeah, Kolb could very well be better than Henne, sure. But I don't see him as anything approaching a franchise guy.

Given the scarcity of QB's in this draft, Kolb could easily go for a 1st rounder of some kind, because he does have experience and he's ready to start, kind of like when Matt Schaub was traded (similarly behind Vick)
That said, Kolb can't be traded, if there is no agreement, and depending on the terms of that agreement and the relative salary structure for Rookies thereafter.... it could have a huge impact on the value of high picks.
Arizona could (if there is a labor agreement) trade (using that 2nd rounder) back into the first round somewhere in the 20's (I believe there will be plenty of partners willing to trade down for more or future picks) to grab Kolb unless another team is willing to give up a higher pick if that's indeed what Philadelphia wants.
The thing is, even if he's a whiner, Philly would be better sticking with Kolb becuase he's a valuable backup and Vick's season can be over in an instant.

No, they locked him up before this season. He was paid starters money back up this year, no one knew what Vick was going to do.. The next year (or two) I believe are quite reasonable. It's just that Kolb doesn't want to be there.
