I don't know why anyone would waste their time with amateur boxing, just turn pro, it's not worth it. At least when you get screwed over in the pros, you still get paid.

I only know this because I was a scorekeeper for a few seasons for jr. high soccer back when I taught, the head ref keeps track of play stoppage and adds that time to the end of each half.
