Make mass copies and GIVE them away. Play tons of shows and GIVE your CD away to EVERYONE. If people know your music then they're much more likely to go to your shows. If enough people are into your band then local indie lables will sometimes come to you (you have to start somewhere). I imagin you payed a good chunk of money for your demos, but consider it an investment and cut your losses. After enough people have your music, then start charging a low price if you wish. It's hard to get someone to buy a cd of a band they've never heard. Oh, and Play as many shows as you possibly can.

Actually, most record labels do not accept unsolicited demos (i.e. not coming from someone they know such as a band manager or an entertainment attorney). It's a legal thing.
From what I've heard, most labels are more interested in bands that are too busy playing and making a name locally to be interested in getting signed.

Take a copy to local DJ's and Record Store owners, music journalists, local bands you respect and ask for some feedback. If they like what they hear, they will know people to connect you with.
