What was the name of that first Sim City-type game? Top down view, you'd design the city and then you'd have an earthquake or godzilla or some shit and then see if your city could cope?

I'm racking my brain here.

Are you sure it wasn't sim city? I rember playing it on my comodore 64. It was a top down view, and basically black dots represented buildings. Holy shit, now that I think about it, games have come a loooooong way since i was young.
