For Song Writting Staley/Cantrell on the whole Jar of Flies and Would resonates with me a strong as the first time if not stronger.
Voice: Eddie and Layne Tie. Laynes voice was underated in power, just watch the VH1 special upcoming. Phil(Down, Super Joint , Pantera) struggles with Would?
For overall talent the mighty Soundgarden!
Lasting power Pearl Jam
What about War Babies and Candlebox? Kidding!
Kurt does deliver the knock out punch on the cover of W. Sleep last Night and sparked it all since we are talking about mainstream Seattle scene here. When you ask about the likes of the four.

most people will name cornell as best vocalist. but i think it's vedder. ive seen cornells range dispalyed at open mic nights in manhattan. vedder on the other hand can only be copied, and poorly at that. so i would go
vedder
cornell
staley
cobain
writing
vedder
cobain (is amazing, but wasnt around long enough) if he were. he would defintly be ahead of vedder
cornell
staley
and im not the guy that thinks pearl jam and EV are the best band ever. i would put a bunch of bands and singers before him. just not in this group

Although you write "close", I still have to disagree.
Just think of Vedder's lyrics and songs while with Pearl Jam. I don't care how good Cornell's solo album was, Ed's written some of the best Pearl Jam songs around. As far as I'm concerned, Ed's writing is on a whole other level in comparison to these 3.

it depends on what you mean with "level". i do agree that some vedder songs are some of the best pj songs, but as a guitarplayer chris cornell had some huge influence on me, he used some really wicked tunings and developed great harmonies in his songs. maybe i should say, his work with the acoustic guitar is what i like so much.
