Did he actually say this?
I'd never heard that. It appears to be heavily quoted on a lot of sites. I don't see any mainstream sites quoting it, though there are a few that I consider credible. I can't find ANY conservative sites disputing that he said it, which would be common if there were any question, especially since it's so widespread.
