Fox and CNN are both reporting it too.

This would send a very strong message that much of the election was a referendum on Iraq. I'm kinda surprised Bush is allowing him to step down.

Who would replace him?

My dad's theory is that this is being done to avoid any investigation by the new Democratic legislature ... possibly an under the table deal with Pelosi.
