They generally are nothing more than friends helping friends out or in the case of Clinton, helping out family. It would be great if they were used to help wrongly accused people or people in prison for something that is perhaps illegal but far from immoral.

But in general they are stupid.

In the United States, the pardon power for Federal crimes is granted to the President by the United States Constitution, Article II, Section 2, which states that the President:

shall have power to grant reprieves and pardons for offenses against the United States, except in cases of impeachment.

If it's against the United States, then yes. However, there aren't many folks being executed by the US nowadays. I think all there's been lately is McVeigh and some drug czar.

those are all state executions. there's a place on the chart that says "us federal government." there's been three total executions by the federal government since 1976. those are the ones the president could pardon. i think state governors can pardon people on death row in their state, but don't call me on that one.

p.s. i <3 the "texas and virginia alone" stat at the bottom of the page. ):

cono, sorry I was unclear.

There are a lot more people in prison who broke state law vs. those who broke federal law.

President can apparently only pardon for federal crimes. Governors would have to pardon at the state level.
