Yup, although Dylan didn't release too many singles that weren't on his albums. He only released two of them, both during his electric period; PFT and "Can You Please Crawl Out Your Window"

and hendrix covered "..crawl out your window" on the bbc; it's on his bbc sessions release.

Though you can get Positively 4th Street on these: Bob Dylan's Greatest Hits, Biograph, and The Essential Bob Dylan. Of course you know that obviously.
And yes, Reason To Believe is great. The whole album is.
