My buddy says to keep an eye out for any cars with extra dark tinted windows, like limo tint. If you feel you are being followed, turn down a random street or two, and see if they follow. If they are any good at it, they will be pretty far back behind you, but you will know it if they're there. He used to be a PI. Says that's really the only way to tell. If there is reason to think you are being watched at home, then look for same type of car, parked out front with one of those silver sunshades on the dash. they like to look out the rear view mirror, so the car will likely be facing away from your home. Remember, dark tint is usually the give away. If it's darker than any tint you're likely to see on the street, then that's usually a good giveaway. PI's are apparently the only folks who can legally use that tint other than limos and police. Seems to be true in TX anyway.
