yeah, i just started watching this show. Who is tony and why was he there in five minutes. They're in LA aren't they. I thought you couldn't travel a mile in five minutes in LA.

Tony used to run CTU in season 3. He was also in season 2 as well.
He's got pardoned by president palmer before he left office. that's why he's not in jail.

why was he supposed to be in jail. I just caght the very end of season three, which piqued my interest to get into season 4 from the get-go.

Michelle was captured and Saunders called Tony and told him that if he didn't help him that he was going to kill michelle. So tony helped him escape, etc. Thus committing treason. And they sent him away for that.
