It's vaguely understood in my mind to ... some extent.. that per person there is a measurable amount of compassion to offer and shown to an extent of others. Choosing the others may be subconsious. A consious and subconsious choice may be determined by a large variety of things. For example, "If you like Radiohead, it is more likely I'm going to find excuses to be nice to you".

Perhaps open-mindedness and intelligence and more good things prevent wrongfully chosen situations.

and I'm not being flippant. all action comes from selfish motivations and intentions. This is not a bad thing, it's how humans are built, and works very well in helping to propel a society forward- there's nothing wrong with doing things for your own (selfish) reasons when it helps out others- regardless.
