It's vaguely understood in my mind to ... some extent.. that per person there is a measurable amount of compassion to offer and shown to an extent of others. Choosing the others may be subconsious. A consious and subconsious choice may be determined by a large variety of things. For example, "If you like Radiohead, it is more likely I'm going to find excuses to be nice to you".
Perhaps open-mindedness and intelligence and more good things prevent wrongfully chosen situations.

there's no true altruism. and I'm not being flippant. all action comes from selfish motivations and intentions. This is not a bad thing, it's how humans are built, and works very well in helping to propel a society forward- there's nothing wrong with doing things for your own (selfish) reasons when it helps out others- regardless.
