So I sent an email to this guy on amazon, telling him the Bob Saget dvd I got is messed up. It gets all blurry whenever Bob moves around. Its not scratched or anything, I don't know why it's doing it. I'm pissed because it was a present I bought. This was the guy's response:

Amazon has a complaints area I think? I've bought some used books before through them and one of them never showed up but the money was spent, so I contacted Amazon directly and they re-credited my account...

Sometimes its because the dvd has indeed bad image treatment, the same way some have a lame sound mix. For example, TB2K is a grainy motherfucker.

Seems like a sound response to me. If it's not some burned bootleg version of what you ordered (and you should be able to easily tell whether it's the real, official deal or not), then one disc will be the same as the next, for the most part (an exception being a bad initial pressing or something). It's probably due to poor/cheap filming or a shitty mastering job.

Yeah, it sounds as if it's a problem with the original transfer and DVD creation. I can't think of any way in which the occasional blurring could be traced to some kind of defective disc; if it skips a lot or doesn't play at all, then that's another story. But the blurring doesn't sound like a defect in the disc itself.

Coincidentally, I rented Ratatouille on dvd last week and it was a bad pressing for sure. Every menu would hang up about a second into the menu animation. It was really tricky to navigate the fuckin' thing.
