Looks pretty good, friend.
The processor is worth about $170 The hard drive is around $100 Memory is cheap, put it at $40 Monitor I'm not sure but lets say $175 and OS you'd figure at $100
that's not even counting whatever drives and anything else you got there. So not too bad a deal. You might want to compare it to what other ready-made computer manufacturers offer but I assume they would be similar.

unfortunately, dell seemingly doesn't offer no financing deals anymore, so this purchase is going to depend on what my new hsbc credit card is offering, which is apparently 12 months at the start.

What are your reasons?
What are you mostly going to be using it for anyway?
home use.
thing is, it'd cost about $1,600, while the dell will cost about $800.

In addition to the price tag, you might end up having to buy windows eventually anyhow. Mac users love to boast of how windows friendly the new hardware is, but it doesn't change the price tag for a standalone OS. You could always steal it from the internet, I suppose. I don't think there's any way to justify the price tag based on capability alone- although Apple's customer service is better than Dell's.

Why would he need to put Windows on it?

I would stick with the dell then. For the typical home use there is no reason to spend all that money.
Hell, I'm building my own computer with a whole bunch of uber parts and I'm not going to be breaking $1300.
By the way, if you don't know of it already you should check slickdeals everyday to see if you can save any money on a computer. There's usually a few deals on a ready-made system every week. You could also try haggling a deal at a best buy/circuit city/etc but do your research beforehand.
I would try to wait for another deal like that dell. I wouldn't want to spend much more than $600, especially if you're not going to be doing extensive video editing, gaming, or whatever demanding tasks.
