It's the audio from the radio broadcast. It's DJ Mario Pergolini (a pretty high-profile face in the Argentine rock scene) talking about what's going down. He's basically babbling on about how cool it is that the fans are the ones singing for the band, and he's describing the band's facial expressions.
If I had youtube access at work, I'd hear it again and translate it line-for-line, but that's the basic premise. The fact is they are paid to fill "dead air" during concerts (meaning any moment that the band is not playing), so a lot of what they say is just redundant babble.

it'd be pretty cool if they just played random rock concerts on TV here. How cool would it be to go home, throw on channel 789 and say "oh cool, Springsteen from 88" or "White Stripes 2004."
Oh boy, I think I have my million dollar idea.

for anyone that has the show on disc, can you hear the crowd singing on every song or did they cut out most of the crowd noise? I want a show where the audience participates a lot so I'd be curious to hear how they mixed it.
