that is, with a 2009 album like andrew bird's latest leaking in 2008, does that hurt the chances his album is ranked highly on year-end lists considering it came out just so long ago?

Yes it does hurt. When Do You Like Rock Music was released, everybody was saying how amazing it was and how much better it was than In Rainbows (most people's number 1 in 2007). Now i dare you to find it on anyone's end of the year list.

Hissing Fauna was top notch 07 and it came out in January
realistically, this stuff only hurts if you are following the release schedule. If you root around near the end of the year (say, Nov/early Dec) you can find a lot of great albums that no one has any idea when they were released in 08

...because in the end the initial two week shock wore off and people realized that in rainbows was, in fact, a better record?
the only way it actually helps albums to be released later in the year is if enough people are still in that euphoric honeymoon phase with the music to not allow it to stand up to repeated listens. and that really only happens with late december releases anyway.
i like a lot of music on first listen. i also like bands that grow on me over time. but the ultimate test of a winner and a year-end awesome album is how it sounds after numerous spins. thats if you ask me anyway.

there's also the question of whether albums rankings mean shit, too.
