I'd disagree. The 90s had some great shit and Pavement is one of my favorite bands, but I don't care for the grunge bands at all. Not that the 2000s are better, but there's comparable amounts of kick-ass and shitty music in each decade.

Contrary to popular belief, the 90s were about more than just grunge. The early 90s were easily the best period ever for hip hop, specifically '93-'95. That three year stretch alone produced more classic rap albums and songs than this whole decade has. Then later on you had the explosion of underground groups - Black Star, Company Flow, etc. If you're a hip hop fan, there is no question that the 90s >>>>>>>>>> the 00's.

As far as "electronic" music goes, you had tons of fantastic stuff going on. Endtroducing, Ambient Music Vol 1, The Richard D James album, Music Has the Right to Children, Blue Lines, Mezannine, the first two Portishead albums, Maxinquaye, Moon Safari, Post, Homogenic, etc.

This is not even touching on the various strains of rock outside of grunge.

90s >>>>>>>>> 00s, easy.

I've been scrolling through my iTunes and looking at all my stuff and I just keep coming back to the fact that "Since U Been Gone" is hands down the best song of the decade.
