I dont know the specifics but its quite perceivable. 4 stars really feel close to 5 stars IMO. 3 stars are nice, but not fancy.

A 3 star is a place that you'd have no problem staying at for a couple nights. A 4 star is a place that you might INTEND to stay at for a couple nights, you know, because it's a hotel people WANT to stay at, usually for more than sleeping.
