As the majority of these things seem to start at the moment it was via small benefit shows when Daron Malakian, Shavo odajjan and John Dolmayan performed at the benefit for Chi Cheng a while back.
Last night Shavo posted on his twitter account: http://twitter.com/officialsHaVo/ The tweet that has everyone talking said Are you guys ready for System??? This was also briefly (and since removed from) the System Of A Down twitter page.
So the question remains will the reunion happen after Serj has finished recording his second solo album?
Let the speculation begin with this video taken from an halloween show featuring three of the members minus Serj...

You could do like I did and sign up for an account and then ignore the confirmation email that twitter sends to you. That way, you get the download, but then twitter won't get the benefit of you verifying your account.

just read this today: "After the miners were found, their cause ceased to be simply Chilean. Schoolchildren in St. Paul, Minn., and Fredricktown, Pa., sent letters of support to the miners' families. Pearl Jam front man Eddie Vedder celebrated them on his Twitter account: "Viva chile! 33 miners are alive!"

Look at @chriscornell. It has a little blue check that means twitter has verified the identify of the tweeter. If @eddievedder is legit, he hasn't proven it to twitter.
