That's probably the biggest problem with this. Jimmy Loves-His-Dog gets a deduction to help care for his pet, but his neighbor who daily wings a 10lb bag of food into a cage of mangy, unloved pitt bull/rottweiler mixes just buys more dogs to get more deductions.

I was describing a family that lived next to my wife when we were in college. I could never figure out why they had those fucking dogs. They never took them out of the cage. They just chucked food over the cage and sprayed water at the dogs when they started barking. Why even own a fucking dog? I guess they were fighting them at night or something.
