It seems the cable that runs from the lever under the dash is all stretched out or something. There's barely any tension on it and pulling it does nothing. I tried pulling the lever back and grabbing the cable with a pair of pliers to pull on it but that still did nothing. So I climbed underneath and the only mechanism I can access is the secondary latch that you release from under the lip of the hood after already popping it open from inside. But that one won't budge until I can get the primary latch unhooked. I'm out of windshield wiper fluid and I need to replace my headlight bulbs. Fuck.

Well I need to bring it in to my mechanic for an oil change soon anyway so I'll just be like "yo, show me how to fucking get this open". I'm just REALLY broke right now so if replacing that cable is a huge fucking deal because it's buried I can't really afford to do anything about it.

I don't know what year your vehicle is - otherwise I'd look around. But google it, seems there are a fair amount of things out there about broken hood latches & Buicks.
Most everything I see though says to take it in. You need a mechanical friend.

Pete, get a thick piece of wire (coat hangar may work) and use a flashlight to see thru your grill to where the latch is. When you see the latch, get the wire in there and pull it the same direction the cable would. Only problem is it depends on what kind of car/grill you have. This worked on my old chevy pickup a while back, but my new vehicle doesn't have as big a grill on the front so I don't know if I could see the latch if I would ever need it.

Cut the cable, peel back the insulation, and then pull with a pair of vice grips. Once it's open, hit the latch mechanisms with some WD40.... Like you should have 5 thousand miles ago.

See, I could see everything that the grill covered from underneath and wasn't able to get it done. Then again, I only spent like 15 minutes under there when I had time playing an infomercial here at work.
