Is it like a revelation to anybody else to realize that you can get arrested in NEW ORLEANS for public drunkenness? I always just assumed the legal limit there was .15 or something.

This was my exact thought. Maybe he wasn't wearing enough beads at the time or something?

I actually tried to look this up and found a list of limits that included this:
0.15% Norway (legal limit for other sea vessels)
